For this appointment I strongly recommend that an officer of the Punjab Police with a good knowledge of Punjabi or Hindustani and of drill and with not less than 2 years' service in the Punjab Police be selected.

Our Indian Police are all recruited from the Punjab and such an officer knowing the language, the habits and customs of the men and having actually served in the district from which they are recruited ought to be an invaluable officer to take charge of the Indian Contingent of this Force which is the primary duty which should be imposed upon him.
